Getting started with CouncilWise is easy – simply select the numbers of users for each product your council requires. As a rule of thumb, your finance users are usually ‘heavy users’ with the finance system, while just your rates team would be heavy users for the property and rating package.

This includes the Microsoft Azure and Office 365 components for basing your council in the cloud. For the core platform, you only need to identify the total number of users you wish to access council systems. Some councils give all staff (both admin and outdoor staff) email and system access of some kind, while others provide only their admin staff with these. Identify here the number of staff you wish to use council systems.

Powered by Microsoft Dynamics NAV, your finance manager will love our finance solution. Generally, your finance staff and payroll will need to all be heavy users, while most other staff will be light users who review budgets, raise and approve orders, approve leave, etc.

All staff with CouncilWise platform access will be able to view the system (although you are able to restrict access and permissions across the system), but only heavy users are able to make system adjustments, model rates, manage the Names and Address Register and so forth. We recommend your rates team will need to be heavy users, as will several finance staff with responsibility in this area.

All staff with CouncilWise platform access will be able to view the system (although you are able to restrict access and permissions across the system), but only heavy users are able to make system adjustments, model strategic scenarios in Assetic Predictor, manage Asset Register and asset related data, manage Work Orders and work related data and functions such as Maintenance Planning and so forth. Typically from our experience, a council will only require a handful of heavy users.

Powered by AvePoint, our Microsoft SharePoint based records solution covers the whole platform. Your heavy users will be those in the records team at your council, and light users will be all those who access and create records. An easy way of calculating this is to take the CouncilWise Platform number above, and subtract your records team - that is the number of light users you need.

Heavy users are able to change configurations and manage business processes, while light users are able to participate in processes. Your customer service team leader should be a heavy user, while team members are light users. You may want to involve your outdoor staff as light users as well!
